I'm running MSDE on Windows 2k Pro, and a netstat reveals that port 1433
(ms-sql-s) *is* open.  I haven't done any testing to verify that I can actually
connect to it, though.

I also have SQL 7 installed on this box, but only the management components (it
wouldn't let me install the SQL7 db server.  I don't know if this was because
it already found MSDE...?)

I'm not sure how you would go about changing the sa password on MSDE, as I've
only used it with SQL7 Enterprise Manager...  makes administration much easier.

Despite telling MSDE to use TCP/IP, port scans indicated 1433/tcp was
closed.

As far as i could tell, msde only supported named pipes.

I have no idea the effect of the OS in question.. i didnt test MSDE on an
NT/2K box, so your mileage may vary.
