The main problem with altering access passwords on MSDE installations
is that it normally breaks the underlying application.  The whole
point of MSDE being a cheap way of incorporating SQL Server into
applications, there is rarely (I have never come across one that
works properly) any way to change the password in the accessing
application.  You can protect MSDE using the SQL Server management
tools, but then your app is locked out.  Less than entirely useful!

<opinion type=early morning>Servers with MSDE running are simply not
suitable for internet facing applications, unless you can be entirely
certain that your boundary protections block all access to the
database.  I am not sure that this is a practically achievable state
if the application is itself internet facing.</opinion>
