Since you are leaving anyways (and even if you were not), then what reason
do you have that you can't go directly to the CEO of the company, and have a
private meeting with him.  Show examples, including print outs, logs etc.
Take a vulnerability that you know of, and show him how easy it is to break
into their systems.

That's atleast what I would do.  Have a private meeting with him when the
CIO is not in the office, or ask to meet with him after buisness hours.
