PGP causes IPSec to become inoperable

I have a w2000 Server where I had IPSec enabled 
and running.  I installed PGP freeware 7 and upon 
reboot I received the error 'at least one service or 
application did not start...'  I noticed IPSec was now 
disabled and if I tried enabling it and starting it, it 
would not.  Th only error I get is 'unknown or 
Windows internal error'.  Uninstalling PGP, IPSec 
works fine.  I have both hotfixes installed as well.
