What do you need to use PGP for? Are you trying to use the VPN
features or just the basic tools?

If you are not wanting to use the VPN features of PGP, uninstall and
then do a custom install with PGPNet deselected. PGPNet is itself an
implementation of IPSec. I can't say that I have tried to use it on
Win2K, but it's certainly possible that it's conflicting with Win2K's
IPSec services.
