It's tough to get the whole kitchen sink on a 1680k floppy--
the most commonly used media for LEAF variants--but yes, there
is PCMCIA and wireless[1] support for Bering and Jacques has
indicated one of his next major development tasks will be an
IPSec-enbled release.  In the meantime, Chad Carr has posted[2]
instructions on how to add IPSec support to Bering.  ssh and
zebedee packages are also available for secure tunneling.

I would also like to clarify that I have nothing against OpenBSD.
I really like the philosophy behind that distribution.  I'm not
trying to say LEAF variants are better or worse than the BSDs,
just stating that there is a floppy firewall distribution that
has a 2.4 kernel and stateful packet filtering.
