it seems you don't have access to this host from IP you are trying to
log on. if you have local root access try to tune files /etc/hosts.allow
and /etc/hosts.deny
another possibility is:
machine you are trying to ssh from doesn't have reverse DNS record,
you must added it manually into /etc/hosts
if you check /var/log/auth.log you will see there something like this:
Apr 12 09:07:39 sasha sshd[2656]: warning: /etc/hosts.allow, line 14:
host name/name mismatch: hosta != hosta.smwh.xx
