Hi Mike. I know you've stated you don't want to go for a Linux box, but I'm going to read more in that and guess you don't want to install and manage a Linux box? If you want something off the shelf and ready to go than my advise below is off mark.
However if you have a low spec PC and don't want the hassle of a full blown Linux distro I'd recommend having a look at www.freesco.org . It's a simple as pie Linux firewall/router/ras (in/out) implementation that fits on a floppy (I'm pretty sure the DNS component wouldn't require it to be transferred to a HDD but you could if you wanted). It's HTTP/telnet manageable, and if you want you can get all kinds of other bits like proxies, ftp, mail, etc... I love mine to bits.
