Why not have a "pull" script that pulls the s.w. from the distribution sites and puts it in ftp.gnu.org ? Surely there are no restrictions on copying the s.w. (Understatement.) Most maintainers might prefer not having to, themselves, upload to ftp.gnu.org, just another task. Now there MIGHT be some developers who object, because it would reduce traffic to their beautiful website; I'd say they can be accommodated, however silly that might be. The advantages for increased access to the s.w. from the GNU mirrors seem well worth writing such a script.
