Displaying Infromation Banner Pre-Login

Does anyone know what the proper method for displaying an information banner to 
the screen/console that is to be displayed prior to a user loggin in?  Meaning, 
the banner is displayed, requiring the user to acknowledge, and then displaying 
the login, whether it be CDE or JDS.
