Displaying Infromation Banner Pre-Login

If you are not using Sun Ray you can use the GDM login service instead of 
dtlogin and if I remember right there is a GDM editor gui that you can enter 
your banner and also there is a gdm conf you can edit if you prefer. If you are 
using Sun ray software dtlogin is required at the moment and the only way that 
I have found to successfully incorporate a banner at login is by editing the 
login screen image by hand and inserting the text.
