Tried that and that didn't help...the error in the log file mentions the config file missing, which is what's baffling me.
I agree that the concept is somewhat absurd. I see the point of having a centrally-controlled LDAP configuration that makes it easy to configure the LDAP client, but when it has to look it up in LDAP, that seems a little bit extraordinary.
