We can frame this as we like. And we don't need to solve this 100%, if we get 
80% it's still better than nothing. 

And we don't have to fall back to law. We have to make sure we don't violate 
existing law. But we can demand working abuse addresses, and exert some pain if 
that's not provided. This is not unusual, it is how most of the internet works.
