Description of Duties:
Provide system engineering for structured evolution of a complex, legacy 
Signal Intelligence collection, analysis, processing and distribution 
architecture to an open, enterprise framework. The principal goal of the 
effort will be to assist in developing a methodology and architectural 
concept that promotes an evolutionary open, enterprise framework. The 
other principal goal of the effort will be to assist in developing a 
methodology and architectural concept that promotes, in an evolutionary 
manner, the transition of current elements of the legacy environment into 
an integrated, cohesive, adaptable enterprise architecture that meets both 
current and future customer and user needs. Assist in the development of a 
vision for the future signal intelligence data acquisition, processing 
exploitation and dissemination capabilities and transition to an 
integrated enterprise wide architecture. Identify and categorize the 
legacy systems in use throughout the current enterprise architecture. 
Outline the specific functions performed by each identified system. Lead 
or participate in Systems Engineering working groups within the Signals 
Intelligence and Unified Cryptologic domains. Interact with multiple 
development, analysis and processing organizational units within the 
Signals Intelligence hierarchy to apply consistent system engineering 
methodology throughout the signals intelligence enterprise. Identify 
current and emerging technologies (e.g. Data Warehousing) that could 
support the evolution of the existing systems to the enterprise 
architecture and identify tools and methods to extend legacy systems for 
integration with the desired Signals Intelligence architecture. Assist the 
customer in the application of sound system engineering discipline and 
practices during the concept development, design and implementation of new 
systems. Explore the use of Decision Support Tools(with metrics above) to 
aid sponsor management in assessing alternatives in enterprise 
architecture and operations methodology. Develop Risk Management and 
Mitigation Plans. Identify approaches to depicting the identified risks 
with their probably of occurrence and their consequences for each project. 
Set up plans to reassess risk items throughout the project evolution and 
determine if risk reduction methods are adequate. 

Skills/Experience:

Required: US Citizen, BS/MS in Computer Science, System Engineering, 
Electrical Engineering or a related field. 10+ years of experience in 
large scale, distributed processing system development, operation and 
maintenance. Demonstrated experience with DOD legacy NTM processing 
systems, network interfaces, distributed processing software engineering 
and information technology. Ability to interact with sponsor and 
contractors personnel at all levels. Excellent written, briefing and 
interpersonal communications skills. Familiarity with system engineering 
methods and tools for system visualization and architecture assessment. 
Experience in leading/facilitating government/contractor teams (e.g. IPT's 
or inter-agency collaborative teams). Current SSBI. 

Desired: MS in System Engineering and/or Technical Management of PhD in a 
relevant technical field. Demonstrated experience with enterprise 
architecture evolution and development., successful large-scale systems 
development, data warehouse systems and decision support systems applied 
to NTM programs. Experience with project planning and control, system 
engineering and architecture tools. Experience with the integration 
of "stand-alone" legacy systems, dissimilar databases, variable data 
structures/interfaces. Expertise in process re-engineering principles.
