There are several of these type sites.  I'll toss a few at you and 
maybe others will add to the pile:

(1) Better Business Bureau

Yes, this well known organization is now quite busy collecting and in 
some cases, resolving complaints with e-commerce sites.  When people 
get burned from an online shopping site, odds are they report that to 
the BBB.  So this would be a good first stop to check if the site with 
which you wish to do business, has any black marks against them.
