Here's a way that works for me:
Open Windows Explorer
Locate a file with htm extension
Click it once
Holding down a shift key, right-click the htm file
Choose OPEN WITH
In the list of programs, locate NETSCAPE and click it
Check the box for ALWAYS USE THIS PROGRAM TO OPEN THIS TYPE OF FILE
