[SaF] Win 9x Desktop security

I had a program (? Shareware) that needed a password to access Desktop and
had a hound with a padlock in it's mouth as a symbol. I have lost the URL
of the site when I most need it.
Is anybody familiar with any such program to prevent/deter access to
private data on desktop.
