Let me suggest you read through the WinFiles Access Control Utilities
page and see if any names of the programs listed on that page is
familiar to you:

I scanned the list looking for an icon to match your dog/padlock
description, but I did not see that. That does not necessarily mean it
is not there. Most just use the standard folder symbol for the
listings.
