I am not real clear as to your question, but I think a good place to
begin your research would be the Bureau of Labor Statistics:

http://stats.bls.gov/blshome.htm

The Census Bureau might provide you some more ideas. For example, read
the following article:

"Poverty, Family Structure, and Child Well-Being: Indicators From the
SIPP"

http://www.census.gov/population/www/documentation/twps0023.html

If that is the type of info you seek, then back into the census bureau
site and do searches for your project.

Here is another paper you might read:

"Can Anti-Poverty Programs Improve Family Functioning and Enhance
Childrens Well-Being?"

http://www.sscnet.ucla.edu/soc/groups/ccsa/duncan.htm

~~~
Welfare is generally administered by the states, so I would suggest you
search for information about welfare in your state.  If you need help
with that, then post back up and tell us your state.
The other gist of your question that I get was that you were looking
for Thrifty Living sources.  Here is a page full of links that will
head you in the right directions:
The Thrifty Living Directory
Okay, I hope I hit some of your needs, Leasa. :-)
