Let's begin now with Joe Barta's Page Tutor, "So, You Want to Make a 
Web Page?":

Not only is this an excellent course for a beginner and an intermediate 
student of HTML, Joe teaches the course in that manner that I most 
approve.  You won't need Homesite or Lair or whatever when you begin 
the course.  You can take the course at the web site or download the 
entire course and take it all from your local disk drive.    

All you need is a web browser and a text editor.  Notepad will serve 
you well in this regard.

You are welcome, but I would like you to first take this course, then 
practice making web pages with what you have learned.  Then come back 
to us for additional referrals, such as more advanced HTML coding, 
learning to use Cascading Style Sheets; learning how to use ready made 
CGI and javascript scripts; and more to enhance both your knowledge and 
your web site. :-)
