[SaF] windows chinese Big5

Hi all,

I'm wandering if I purchased a windows english version I can still
install the chinese big5 characters to the keyboard. This is to consider
if I relocate to an english-speaking world one day and I can still
install chinese characters to my windows and using it to type in chinese
big5. Anyone can help.
