The best known of these type of devices is "Snappy", but Snappy just 
captures one picture at a time from the video source.   You need some 
kind of converter card to digitize the analog video signals into 
digital video signals.

If you can find print magazines "Digital Video" or "Videomaker", you 
can check the ads in those publications for the types of products you 
seek.  The web sites of each of these publications may also provide you

Then after getting this into a digital format, you need to have some 
means of compressing the file and writing it to CD.  I believe Apple's 
Quicktime Pro for about $30, does this for you:
