the newsgroups carried by a server are determined by the owner of the
server. http://www.deja.com has a free public server. Also, their is a list
of news servers sorted by speed at
http://www.newzbot.com/sorted-speed-table.html. You can also check:
http://www.free2seek.com/free/newserver.shtml for a page on free news server
