[SaF] All-numeric, no-dot IP's

One thing that has always puzzled me, is how SPAMMERS
(and they're the only ones that do it AFAIK)
come up with those digital URL's, e.g.:
http://2024561414/ *

Are these arrived at by doing a simple math formula
with their real, numeric IP address?
