This is just one that I stumbled into a few weeks ago.  Your friend 
should contact the Access Center for Independent Living in Dayton.  
They're also on the web at http://www.acils.com/ .  They'll know 
pretty much how to get everything your friend needs and will probably 
be of great assistance in dealing with the various issues.

I hope your friend succeeds in being fitted with a vehicle soon.  
Having a means of transportation can open up a huge world of 
possibility for him, including career, a very active social life, 
cultural events and so on.  I've seen vehicle access turn wheelchair 
bound people from dependent and depressed to independent, very alive 
and productive.  It can make a huge difference.
