As Alan mentioned, you need a microphone. Preferably, one of good quality which is
decision you
will have to make on your own.
As for the software... since you are using Win 98, click on
Start>Programs>Accessories>Entertainment>Sound Recorder.
If that option isn't there you should be able to install it from the Win98 CD.
This programs works fine for basic voice recording, as long as your soundcard is able
to perform
this function. Check your soundcard's manual or website for more detail.
