A site could be designed for you from any location.  However, if it is 
a New Jersey firm with which you wish to do business, then I think you 
have your finger right on the answer.

Telephone the designers you find in your yellow pages.  Tell them you 
are seeking a web site designer to contract and request that they send 
you an e-mail message listing the URLs of their own site as well as the 
sites of customers for whose sites they designed.  You can then 
evaluate their work per the costs they quote.

You can alternately search the WWW for New Jersey firms.  Use a search 
engine that allows math symbols and use the keywords:

+Web +Designer +New +Jersey

Yahoo has listings of commercial web designers by location.  See the
