I’ve discovered the same thing, and we just set each desired category to show the Edit with Form tab. That category will always be present or required on the page, and subcategories are optional, so we haven’t had to worry about any inheritance… would be convenient, but hasn’t broken us, and I see a distinct advantage to not having subcategories inherit the property, since we might use related subcategories that could trigger different forms.

The general philosophy has been that a subcategory shouldn't exist unless its pages' data structure is in some way different from that of the parent category's pages, and thus would require a different template and form: otherwise, the pages could belong to the main category and just have a semantic property that differentiates them from the rest.
