We [Creative Commons] built something like this for AcaWiki
(http://acawiki.org).  Instead of importing many entries at once the
idea was to allow users to upload BibTeX files and add article pages
for each.  The code may be a useful starting point.  You can browse
the git repository at
http://code.creativecommons.org/viewgit/bibteximport.git/tree/.
