P.S. We plan to limit the content of the restricted Help: namespace to core 
documentation pages, most of which are organised like a classical handbook. 
Most other documentation pages (example applications, hints, tutorials, ... 
all of which would be nice to have ;-) do not need to be in the Help 
namespace, so you may find that you do not really need any extra permissions 
to add documentation to the site.
