It indeed seems to be part of the solution to this. But it seems to apply only for properties/predicates? Is there something similar for any RDF URI? ... that is, for stating also that normal wiki pages should be interpreted as specific URI:s on export (I guess one would need connecting wiki namespaces to specific RDF URI namespace)?

And, we would need full import functionality too.

I have had reasonable success using this to add FOAF mappings to both RDF export and the RAP triple store for SPARQL queries. In both cases, the new mappings show up with the correct namespaces and URIs.

I have not looked at importing RDF into the wiki though, so I cannot comment about 'before' and 'after'.

We are using our wiki to author metadata for a Linked Data application workflow. It doesn't sound all that far from what you are trying to do (except we are doing it behind a firewall that is).
