The issues described indicate that the code is a mess. Messy code slows
development down and makes maintenance costs go through the roof. Even if
one does not care about extensions to some code, one should still be
careful not to create a mess as it hurts ones own efforts. The only way to
go fast is to go well.

The number of developers behind and the time they have available is
somewhat limited. What you are suggesting here does not seem realistic to
me because of that. And even if there where a number of SMW affiliated
developers that tried to push such practices to core, I suspect this would
not do much good to the unfortunate divide between the two groups. Slowly
working on these problems in the individual communities and codebases seems
the way to go. Trying to enlist some SMW devs to make culture changes in MW
core is doomed to fail.
