If you want to play announcement without transcoding, you can use those 
files with the precoded_announce plugin.

otherwise, you need to encode them to sems' internal format: signed 
linear 16 bit 8 khz wav files. transcoding into g711 (PCMA or PCMU) does 
not take much processing power.
