I've yet to delve into exactly why this is happening, but in short, you can
solve your problem by making the bitrate of your MP3 match the bitrate of your
transport codec. SEMS doesn't seem to be doing any conversion. For instance, my
connections are happening with PCMU/8000, so I converted my MP3s to that
bitrate (and made them mono for good measure).
Try this:
lame -m m -b 8 tango.mp3 tango2.mp3
