you should set next_hop, too.
in my opinion, it make no sense to have options that cause sems behave
against rfc 3261.
that may be true, I don't have a strong opinion about that.
but I like to have the flexibility to specify next_hop regardless of
any preloaded route set for the first request.
so I think you should simply set outbound_proxy and next hop to
sip.test.fi, which corresponds to twinkle's 'Send in-dialog requests
to proxy' setting.
