What are the API's to communicate with SEMS externally? I'm assuming the 
dialout function has to be called from the API.

Hi,
I would guess that using DSM could be the simpliest. Using mod_dlg's "dialout"
function you can create the call legs and connect their audio for example using 
mod_conference's function. There is an example of usage in doc/dsm dir in the 
sems source tree.
