dialout is called from a DSM script. A DSM script can be started via an 
internal interface called DI, which in turn is exported through XMLRPC. Please 
have a look at doc/dsm/Readme.dsm.txt and doc/Readme.xmlrpc2di.txt. There are 
also some examples on how to use it with python and its integrated XMLRPC 
client code.
