I have found my issue... When I added wav to my sems.conf load_plugins setting and now everything is working.
load_plugins=sbc;wav;session_timer On the 1.4.3 version I only had sbc;session_timer listed. Inband DTMF detection works. I am using the symmetric rtp profile. When I capture SIP/RTP with wireshark, I see the DTMF events make it to SEMS, but do not get passed on to the second call leg.
