WAIT_TIMEOUT should generally be higher than 100ms, but in the case that key up
is received, a lower timeout value should be used.
This would make DTMF in jittery conditions more robust, but still in the normal
case not delay reporting of DTMF too much.
if e.g. RTP payload with end=1 is received, or inband end of tone is detected,
it should be sent after max 100ms. For the other cases e.g. 250ms should be
used.
It would be also useful to make WAIT_TIMEOUT configurable
