it is not advisable to use encoded files on disk, as they would be
transcoded (decoded and re-encoded) on reading, unless you are using
precoded announcements, for which there is e.g. the precoded_announce
application.
just use wav pcm l16 file format, and whatever maximum sample rate you
want to use.
i tried a speex file and got

ERROR: audio file '/home/jh/gong.spx' could not be opened for reading.
if you add a FILE_FORMAT definition line into the speex.c you may
write that very simply to a file which does not contain any specific
header. on the speex site it also talks only about the ogg container
for speex.
