it means that sbc needs to get involved even when call terminates to
announcement, voicemail, etc. application in sems.

there are lots of legacy sip clients that don't support ice (which is
very complex to implement).  if sems would use anat to include both
addresses in sdp, then the sip proxy that forwards the call and knows ip
version of callee, could easily strip the other address away and callee
would receive a normal non-anat sdp.
