According to Serbia's Foreign Minister Ivica Dacic, Matthew Palmer's
appointment as US' special representative for the Western Balkans is no
surprise and that it shows the US' wich to build regional peace and
stability in the Western Balkans.

Speaking for the Radio Television of Serbia, he said some other countries
like Germany also have the function of the Western Balkans special
representative.

"It only meant that the US wants to formalise what they've been saying about
encouraging faster solutions to regional issues and for all sides to start
building regional peace and stability. Whether they succeed or not, depends
on their key topics and the pressure on Kosovo to abolish tariffs," Dacic
said.

He said that Palmer knows the situation in the Balkans well and that he is
married to a Belgrade woman, but added that he does not know whether that
could be an advantage or a disadvantage for Serbia, because he would have to
prove he is not biased to any side.

Dacic said the appointment of a special envoy is a confirmation of
everything he said before, adding that the US administration had changed its
earlier position on Kosovo and that it now believes the issue has not been
resolved and needs to be addressed.

"Why would they appoint a special envoy if the situation was resolved,"
Dacic said.
