Serbian Prime Minister Ana Brnabic said Tuesday in Brussels that Belgrade's 
argument in talks on imposing sanctions on Russia was that Serbia has aligned 
with the European Union in terms of values in condemning the Russian aggression 
against Ukraine, but that it has its reasons against imposing sanctions on 
Moscow, reported the Serbian state TV (RTS). 

In this situation, she said, it is difficult to make formal progress in opening 
negotiation chapters or clusters, but Serbia continues to implement reforms.

“As for whether everything else that we can do will be enough for us to open 
clusters, I hope it will, at least cluster 3 (competitiveness and inclusive 
growth), because the war in Ukraine had not even begun when we were ready for 
the opening of cluster 3,” stressed Brnabic.

She said she discussed this on Tuesday with European Union (EU) Commissioner 
for Neighborhood Policy and Enlargement Oliver Varhelyi.

“We can continue to implement reforms, certainly in the area of the rule of 
law, and the implementation of the media strategy where we are definitely 
behind,” said Brnabic.

She noted that the officials in Brussels have understanding for Belgrade’s 
efforts to preserve stability and peace in Kosovo, “despite the daily 
provocations.”

The Prime Minister spoke in Brussels with European Commission President Ursula 
von der Leyen and European Council President Charles Michel. Von der Leyen 
stressed the need for the normalization of relations between Serbia and Kosovo, 
while Michel stressed the need for an immediate de-escalation of the situation 
in the north of Kosovo and for the continuation of the EU-facilitated dialogue 
with Pristina.
