Report says no progress on Serbia’s EU path

The National Convent on the European Union said that Serbia has made no 
progress in the accession process for 3 years. 

The Convent’s annual Book of Recommendations said that Serbia has made no 
progress in its negotiations to join the EU since the end of 2021. The Book is 
a regular publication which is considered to be one of the most comprehensive 
reviews of the country’s EU accession process.

“Serbia continues balancing between four foreign policy pillars which include 
the EU and that is why the highest public officials say European path more 
often than path towards full membership which is justified with suspicion about 
a consensus among European players about expansion to the Western Balkans,” the 
National Convent said.

The report recalled the Serbian government received 344 recommendations and 
fully implemented just 8, partly implemented 67 and failed to implement 221 and 
has received 48 new recommendations.

“The overall conclusion of the Book of Recommendations for 2024 reflects the 
attitude of all players in the process of Serbia’s aligning with its 
obligations from the negotiation framework. The EU stresses the geopolitical 
dimenstion, the government finds excuses for failure to implement key reforms 
and civil society is losing its motivation and trust in the ability to 
influence the European integration process,” it said.

According to the National Convent, progress requires more than a reform agenda 
and obligation.
