I think you can still statically charge plastic even though it doesn't
conduct. It just need to buld an opposite charge to that of the powder being
sprayed on so the powder will be attracted to the item in question.
The thing I'd be really concerned with is the fact you need to BAKE
powdercoating onto the surface. The powder is a polyester and it needs to be
melted onto the surface. I'm sure the valve cover can handle high temps but
I don't know how much it can take before weakening and melting the valve
cover itself.
