What about the rear drums (provided it's not an se-r). They do provide a 
small amount of the breaking power. Have they been adjusted? If not, and 
they are not doing anything, this might cause a portion of the problem. 
Otherwise my rotors are fine and they have only been resurfaced once in 
60,000 miles! Hope this helps.
