Plating rotors is a pretty common option. A non-oxidizing metal (in this 
case, cadmium--I think other metals are used too) is plated onto the rotor 
to prevent corrosion and keep them all nice and shiny. It is purely cosmetic 
AFAIK. The plating on the actual contact surface is long-gone I am sure, but 
the outside circumference of the rotor and the wheel mating surface are all 
still pristine, whereas an unplated rotor would be corroded by now. Of 
course, these rotors haven't been through a Kentucky winter yet, either...
