You're going to get about 5k suggestions on what this is, but I will put
my $.02 in anyways.

It might be your alternator. When you take the car out of gear, you're
not running the same RPMs as the car does while in gear, and if your
alternator is weak, this maybe your problem.

You are noticing it now b/c you are probably running your headlights
(which would mean your tail lights are being used), your windshield
wipers, your heater (defogging the front window), defogger for the back
window, your brake lights (you said it was while you were braking), and
your radio is probably on. If you throw in that you could be possibly
depressing the cigarette lighter (or using it for a radar detector), you
are basically using every excessory on your car.

I won't even touch the fact that you didn't say if you had a high
powered audio system....that alone car draw the 70amps of power by
itself....

If for no other reason than to prove me wrong, I would take it down to
Autozone and have them check the alternator for free. That's what
they're there for :-)
