You've got an automatic transmission right ? If so it's a air vent for the
automatic transmission. Its a rubber hose with a metal half round "thingie"
stuck into the rubber hose at the very top? If that's what your talking
about, then that what it is. Its just an air vent, take a plastic wire tie
(if its come lose) and hook it up to what ever you wont, if you use the
throttle cable just don't tie it up real tight, leave it loose so that it
done not bind up the throttle cable. Just hook it to the metal hook and tie
it to the throttel cable (loosely) and it will stay out of the way of things
under the hood, I've been running one like this for about 60,000+ miles with
out any problems. One other thing make sure the open end of the metal half
round "thingie" that isn't stuck into the rubber hose points down.

PS if this sin't what your talking about let me know and I'll look into it
closer for you and let you know what I find out.
