Personally I wouldn't even bother with a new catalytic coverter unless maybe
you have yearly emission checks like where I live. If the pipe around the
cat is not perforated by rust just replace the sections that are damaged by
rust.

I think you can rent a compression tester at Autozone or those kinds of
places. You might even ask if they lend out timing lights too.
Since you are trying to save some bucks on this "project", I'd look at the
plugs THEN change them. Besides, I'd only change them if the the electrodes
are worn. I'd just clean them up if they were just fouled from the oil. If
you do need new plugs don't forget to grab yourself a spark plug gapper
while you're at it. If you only have a mildly dirty combustion chamber I'd
just resort to Chevron techron concentrate for a few tanks. I'd only really
bother with the whole combustion chamber cleaning thing if you got some
massive carbon build up that just won't come off.
